| The Neighborhood Preservation Program is a 5-year program sponsored by the Township of Mount Holly and the State of New Jersey Department of Community Affairs promoting the reinvestment of the township's Rancocas Neighborhood through community revitalization efforts. Revitalization through home rehabilitation is the backbone of the program. |
Weeds and Garbage |
| Property owners shall not permit brush, weeds, dead or dying trees, stumps, roots, filth, garbage, trash, animal waste, or debris injurious to the public health, safety or general welfare to accumulate on any property. Grass shall not grow over 6 inches in height. |
Vacant Structures and Land |
| All vacant structures and premises shall be maintained in a clean, safe, secure, and sanitary condition so as not to adversely affect the public health or safety. |
Insect and Rat Control |
| An owner of a structure or property shall be responsible for the extermination of insects, rats, vermin and other pests in all exterior and interior areas of the premises. For rental properties the owner shall be responsible for extermination within the structure prior to renting, leasing, or selling the structure. The tenant-occupant shall be responsible for the continued extermination within the structure. |
Accessory Structures |
| All accessory structures, including detached garages, fences and walls shall be maintained structurally sound and sanitary so as to not pose a threat to the health and safety of the general public. |
Junk Vehicles |
| No unregistered and/or uninspected motor vehicle shall be parked on any property in a residential district. Any vehicle shall not at any time be in a state of major disassemble, disrepair, or in the process of being a stripped or dismantled. A vehicle of any type shall not at any time undergo major overhaul, including body work, in any area of the township. |
Exterior Surfaces of Dwellings |
| Every foundation, exterior wall, roof, and all other exterior surfaces shall be maintained in a workmanship state of maintenance, repair and shall be free of holes, breaks, loose or rotting boards or timbers, and any other conditions which might admit rain or dampness to the interior portions of the walls or to the occupied spaces of the building. |
Scraping and Painting |
| All exterior surface materials, including wood, composition, or metal siding shall be weatherproof and be properly surface-coated, when required, to prevent deterioration. |
Stairs and Porches |
| Every stair, porch and balcony shall be constructed as to be safe to use and capable of supporting the loads to which it is subjected and shall be kept in sound condition and good repair. |
Window and Door Frames |
| Every window, door, and frame shall be constructed and maintained in such relation to the adjacent wall construction so as to exclude rain as completely as possible, and to substantially exclude wind from entering the dwelling or structure. |
Interior Surfaces of Dwellings |
| Floors, walls, including windows and doors, ceilings and other interior surfaces shall be maintained in good, clean and sanitary condition. Peeling paint, cracked or loose plaster, decayed wood and other defective surface conditions shall be eliminated. |
Sanitation |
| The interior of every structure shall be maintained in a clean and sanitary condition free from any accumulation of rubbish, refuse or garbage, and other refuse shall be properly kept inside temporary storage facilities. |
Plumbing Fixtures |
| Every dwelling unit shall include its own plumbing facilities which are in proper operation condition, can be used in privacy, and are adequate for personal cleanliness and the disposal of human waste. |
Heating Temperatures |
| Every dwelling unit and guest room shall be provided with heating facilities capable of maintaining a room temperature of 65 degrees F., at a point three (3) feet above the floor and three (3) feet from an exterior wall, in all habitable rooms, bathrooms, and toilet rooms. |
Cooking and Heating Equipment |
| All cooking and heating equipment, components and accessories in every heating, cooking and water heating device shall be maintained free from leaks and obstructions, and kept functioning properly so as to be free from fire, health, and accident hazards. |
Electrical Facilities |
| All electrical equipment, wiring and appliances shall be installed and maintained in a safe manner in accordance with all applicable laws. All electrical equipment shall be of an approved type. |

Display of Numbers |
| The owner or occupants of all structures shall place in a visible area, proper numbers at least 3 inches high on the structure so that is shall be visible from the street. |
Rental Property Licensing |
| All residential rental properties are to be registered and licensed by the township. Registration and fees are to be paid once a year. Registration forms can be obtained from the Housing Inspector. A Certificate of Approval must be issued before each change of tenant and sale of property. |
To Obtain a Certificate of Approval you must follow these simple steps. |
- A heater certification must be performed by a licensed Plumber/HVAC contractor. You may obtain this form in the Housing Inspector's office. The certification may not be more than 30 days old.
- You must come into the office and pay the required fee then schedule your appointment.
- Fees are as follows
- Resale Inspection: $25.00
- Rental Inspection: $45.00
- For Resale Inspections you must also contact the Fire Official for the Smoke Detector Compliance Certification. (This is included in the Rental Inspection fee)
